Graduated from the University of Macau with a Master of Laws in Constitutional Law, Basic Law and Administrative Law. Lawyer Cai Yixiang is mainly engaged in legal affairs in the fields of government legal services, legislation, and real estate legal disputes. He has provided legal services to the Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Administration, Shenzhen Qianhai Shekou Free Trade Zone Management Committee, Shenzhen Municipal Archives Bureau, Baoan District People's Government Legal Counsel Office, Pingshan District Environmental Protection and Water Bureau, etc., and has relatively rich experience in legal services for government administrative agencies. In the long-term legal service process, we have accumulated a large amount of legal service experience for government administrative agencies.

Participated in the drafting and revision of laws, regulations, and normative documents such as the Regulations of the Shenzhen Special Economic Zone Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the Regulations of the Shenzhen Special Economic Zone Qianhai Shekou Free Trade Pilot Area, the Administrative Measures of the Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, and the Management Measures for Industrial Support Housing in the Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (Trial). Providing various dispute resolution and consulting services to Shenzhen Qianhai Enterprise and Talent Service Center, a large state-owned enterprise in Shenzhen, a large insurance company and other government agencies and commercial entities.
